The CAG–ICSSR Colloquium on State Finances of Chhattisgarh and Social Sector Spending was held on 30 September 2026 at Pt. Ravishankar Shukla University, Raipur, bringing together experts, officials, academicians and young researchers for evidence-based deliberations.
Shri Yashwant Kumar, Pr. AG (A&E), Chhattisgarh, in his welcome address highlighted the importance of authentic government accounts and audit insights in strengthening financial accountability. He also presented an overview of the State’s fiscal position, revenue, expenditure, deficits and debt.
Prof. Dhananjay Singh, Member Secretary, ICSSR, in his opening remarks emphasised data-driven research, policy-gap analysis and youth-led research, encouraging greater use of CAG data to support learning, research and the vision of Viksit Bharat.
Prof. Sachchidanand Shukla, Vice Chancellor, PRSU, underlined the role of CAG data in connecting academic research with policymaking and called for stronger multidisciplinary university–industry and research collaborations.
Prof. Ravindra K. Brahme, PRSU, discussed Chhattisgarh’s fiscal health through the Fiscal Health Index, highlighting progress in revenue mobilisation and developmental expenditure while drawing attention to emerging fiscal pressures.
Shri A.V.N. Pantulu, Dy. AG (Ad-hoc), Chhattisgarh, presented trends in social sector expenditure and highlighted implementation gaps in skill development, including training targets, infrastructure utilisation and placement outcomes.
Dr. Archana Seth, PRSU, stressed that spending on education, health and social security is an investment in human capital, advocating outcome-based budgeting, digital monitoring and inclusive development.
The interactive sessions witnessed rich discussions on audit effectiveness, AI in auditing, access to audit data, research support, DBT, public expenditure and the role of youth in India’s economic development.
The CAG Research Article Competition was also announced, encouraging young researchers and scholars to engage with public audit findings and contribute to evidence-based research.
